Quebec has updated its tariff-response guidance and is directing smaller affected businesses to the PAUPME – Tarifs douaniers program. Eligible businesses generally need $200,000–$2 million in annual revenue, at least 25% of 2024 revenue directly or indirectly from U.S. exports, and either an actual or projected 20% revenue decline associated with U.S. tariffs. Assistance is a loan of up to $150,000, covering up to 75% of 12-month liquidity needs; interest is 0% for the first 12 months, then 3.86%. Current terms run through March 31, 2028.
Quebec’s updated tariff-support portal also points businesses toward Panorama for non-U.S. market diversification, ESSOR for manufacturing productivity, export/commercialization support, workforce training for diversification and sector-specific programs.
The manufacturing/productivity and market-diversification measures are potentially relevant to Quebec furniture, cabinetry, building-product and home-furnishing manufacturers.
